Depends on what type of locking wheel nuts they are. Iv welded sockets on to remove locking wheel nuts before, and are tools you can get for removing locking wheel nuts

i snapped my locking key tool, previous owner tightened the wheels too much. i used a hammer and sharp chizzle. i did however mark my wheels so refurbed them but if you are carefull it would be a good way of removing them

managed to get them off, used a old 21mm 1/2 socket that just about fit over the locking wheel nut, then hammered it on and used an air impact wrench (although a breaker bar will work) to get the bar steward off. took a while for the impact wrench to get it moving but it worked in the end. down side was i had to buy more sockets as once it's hammered on there it aint coming out.
handy trick i learned is to tighten all the other nuts a bit more to take off some of the pressure on the locking one.
